U.S.-Palestinian Partnership

The U.S.-Palestinian Partnership (UPP) is a new public-private initiative designed to create economic opportunity for the Palestinian people, with a special focus on educating and empowering Palestinian youth. It was officially launched on December 3, 2008, by President George W. Bush and Secretary of State Condoleezza Rice.

UPP's goal is to develop quick-impact projects that promote job creation. The Partnership's initial focus is working to expand Youth Development and Resource Centers in collaboration with USAID and the Palestinian Authority's Ministry of Youth and Sports.

Aspen Institute president and CEO Walter Isaacson leads the initiative, along with co-chairs Ziad Asali, president of the American Task Force on Palestine; Jean Case, CEO of the Case Foundation; Lester Crown, chairman of Henry Crown and Company; and Sandy Weill, chairman emeritus of Citigroup.

UPP is positioned as a key component in the progression toward a two-state solution, wherein Israel and Palestine live side by side, in peace, security, and prosperity.
